A fundamental tool in conducting effective Technology Risk and Readiness Assessments (TRRAs) is the use of "Technology Readiness Levels" (TRLs). First devised by National Aeronautics and Space Administration (NASA) in the 1970a, the TRL scale was codified by NASA in the mid-1990s and later adopted by DOD (in 2000, following a recommendation by the General Accountability Office (GAO) as a means of improving R&D outcomes).
